Washington, September 17, 1909.
I hear from Department of State that terms proposed by United States Government are in substance equal American participation, except that they accept the appointment
of British and German engineers for the two sections covered by contract on the understanding that Americans are to be employed on the engineer staff.
State Departinent inform me that these terms are doubtless known to His Majesty's Minister at Peking, and have been fully disclosed to British banking groups.
